COURSES – EXAMS
Q: Can newly registered students be exempt from previously taken courses?
After final registration, students may apply to the Vocational School Directorate/Faculty Secretariat with their transcript and course descriptions. Exemption requests are evaluated by the relevant Academic Board, considering the opinion of the Exemption and Adjustment Committee. Courses to be exempted or taken are determined. This request can only be made once after enrollment. For detailed information, please read the Exemption and Adjustment Directive.
Q: Where can we resolve issues regarding the curriculum?

Q: How do I register for courses?
After completing your registration renewal at the beginning of the semester, you must log in to the Student Information System and select your courses through the course selection screen. Detailed information can be found in the registration renewal guide, accessible via the link below:

Q: I want to freeze my registration. What should I do?
Students who meet the requirements for registration freeze must apply to the Vocational School Directorate/Faculty Secretariat with a petition. Those applying for a freeze must fulfill the financial obligations of the academic year. Detailed information is available in the Associate and Undergraduate Education and Training Regulation.
Q: I want to withdraw from the university. What should I do?
Students wishing to withdraw must apply to the Vocational School Directorate/Faculty Secretariat with a petition. Once the necessary conditions are met, the student's enrollment is terminated. Details can be found in the Education and Training Regulation.
GRADUATION
Q: I have graduated. When can I receive my diploma?
Once the graduation decision from your faculty/directorate is processed in the system, you can complete the clearance procedure in OIS (Student Information System). Then, follow the announcements in OIS to learn when your diploma is ready. Diplomas are collected in person at the Student Affairs Department with your student ID card.

Q: My surname changed after receiving my diploma. Can I get a new one with my new surname?
Diplomas are not reissued due to post-graduation changes in personal information. Diplomas are prepared based on the information valid at the time of graduation. Subsequent changes do not invalidate the original diploma.
Q: My diploma was damaged/torn. What should I do?
If the personal and graduation information is still legible, a new diploma/certificate can be issued. Submit a petition to your faculty/directorate.
Q: Can I get a certified copy (“True Copy”) of my diploma?
The Student Affairs Department does not provide “True Copy” certification. You may have it certified by a notary or the institution to which you present the original diploma.
Q: What is the minimum GPA required to receive a diploma?
Students who successfully complete their curriculum (courses, internships, etc.) with a GPA of 2.00 or higher are eligible to graduate.
Q: I graduated from a double major program, but my main major is still ongoing. Can I get my double major diploma?
Students cannot receive their double major diploma before graduating from their main major. Once they complete the main program, they may receive the double major diploma if all requirements are fulfilled.
Q: What should a student do if they lose their diploma?
Graduates who have lost their diploma must publish a lost item notice in a national newspaper and apply to their faculty/directorate with the newspaper and a petition. After approval, a duplicate (second copy) diploma is issued.
Q: Will the replacement diploma look the same as the original?
All information remains the same, but the diploma will be issued in the current format and labeled “2nd Copy.”
Q: What documents can a graduate receive?
Graduates may collect their high school diploma.
Q: What documents can a withdrawn student receive?
Withdrawn students may collect their high school diploma.
Q: Can someone else collect my diploma on my behalf?
Diplomas are given directly to the student. If the student cannot come in person, a representative with a notarized power of attorney may collect it.
STUDENT INFORMATION SYSTEM
Q: Where can I access the Student Information System?
Go to ois.topkapi.edu.tr and log in using the username and password provided on your registration confirmation document.
Q: What information can I access in the Student Information System?
You can update contact information, change your password, view transcripts, check your course schedule, request documents (such as student certificates and transcripts), and view exam results and attendance. You can also simulate GPA calculations.

MILITARY SERVICE PROCEDURES
Q: What should I do regarding my military service procedures?
Postponement of military service is handled in accordance with Article 35/C of the Military Service Law No. 1111.
POSTPONEMENT PRINCIPLES
Students enrolled in high schools or higher education institutions (including open high schools and vocational programs) have their military service deferred until the end of the year they turn 29.

Degree Equivalency:
Recognition or rejection of diplomas from foreign higher education institutions falls under the authority of the Council of Higher Education (YÖK). The student’s status is determined based on YÖK’s equivalency decision (accepted, partial, or rejected).

STUDENTS UNDER THE AGE OF 29 WHO CANNOT GRADUATE WITHIN THE MAXIMUM EDUCATION PERIOD
Students who have not graduated by the end of their maximum education period but are still under 29 years old can have their military service deferred until the end of the year in which they turn 29, on the condition that they submit their Student Status Certificates (Form EK-C2) from their school to their registered military branch every year.
Students whose military service will not be deferred to the following year due to reaching the age limit of 29:
Example 1:
A conscript born in 1993 enters military age on January 1, 2012. If this person graduated from high school in 2010, his military service will be deferred for 3 years, until December 31, 2015, taking into account the year he entered military age, and he will be subject to conscription during the 2016 call-up period of his military branch.
If he does not apply to the military branch with his high school diploma by February 24, 2013, he will be considered a draft evader. Therefore, he must complete his registration (medical examination) between January 1, 2015, and December 31, 2015; otherwise, he will be conscripted on January 2, 2016.
Example 2:
A conscript born in 1992 enters military age on January 1, 2011. If this person enrolled in a higher education institution in 2010 but was dismissed on August 1, 2011, his military service will be deferred for 2 years, until December 31, 2013, upon request. He will undergo registration (medical examination) between January 1, 2013, and December 31, 2013, and will be conscripted during the 2014 call-up period.
However, if he fails to apply between January 1, 2011, and February 24, 2012, with a document showing his dismissal from the higher education institution, and instead applies after February 24, 2012, requesting deferment, he will be treated as a draft evader under Article 86. In this case, if he completes his registration between January 1 and December 31, 2013, he will be conscripted on January 2, 2014.
DEFERMENT OF CONSCRIPTION (SEVK TEHİR İŞLEMLERİ)
1. Deferment Procedures under Article 36 of the Military Service Law No. 1111
a. Under Article 36 of Law No. 1111:
Bachelor’s degree graduates are granted a deferment period of 2 years from their graduation date.
Master’s degree graduates are granted a deferment period of 1 year from their graduation date.
Graduates of foreign bachelor’s or master’s programs are granted an additional 1 year to complete their diploma equivalency procedures.
b. The purpose of the law is to allow bachelor’s and master’s graduates to pursue higher education, to provide time for graduates of foreign higher education institutions to obtain diploma equivalency certificates, or to find employment before military service.
c. According to Law No. 713, those who wish to use their deferment right must apply in person with a petition to the nearest military branch. Those who later wish to cancel their deferment must also apply personally to the same branch. Individuals whose deferments are canceled will be conscripted in the call-up period corresponding to their group number.
ç. Graduates of foreign higher education institutions are granted a 1-year deferment from the date of application for equivalency. Among them:
Those whose bachelor’s degree equivalency is recognized are granted an additional 2 years from the date of approval, upon request. The total deferment period cannot exceed 3 years from the graduation date.
Those whose master’s degree equivalency is recognized are granted an additional 1 year from the date of approval, upon request. The total deferment period cannot exceed 2 years from the graduation date.
d. The deferment periods of 2 years for bachelor’s graduates and 1 year for master’s graduates cannot extend beyond December 31 of the year in which the individual turns 35. However, no age limit applies to the 1-year deferment granted for diploma equivalency procedures.
e. Graduates of higher education programs lasting 5 years or longer (integrated master’s programs) are also granted a 2-year deferment. However, individuals who graduate from another program at the same or a lower level after already obtaining a degree are not eligible for deferment.
2. Deferment Procedures under Article 35/E of the Military Service Law No. 1111
Deferment procedures under Article 35/E of Law No. 1111 are carried out in accordance with the provisions of the Ministry of National Defense (MSB) Regulation on Deferment Procedures.
